I am in the same boat. I've turkey hunted at Vermillion Highlands WMA in Rosemount, and called the DNR about the same thing.. Got the same story-- no dogs off leash until after mid-july due to the birds and such.. He told me to look into the state park down in red wing, near the casino. Not sure...
