I spoke with maryland Dnr after reading the pages you suggested. They told me to use his license number on the sd site where his hunter safety card number was required and it accepted it. First problem solved. Thanks for your help.

Not required in MD because of his Maine license. So I can shoot across a paved road but he cant carry a gun?

I just tried to buy my son a license online. Can't because he has not taken the hunter safety course. He has a license in MD and ME but not in MA where we live. He is 14. Will he be allowed to buy a SD license and carry a gun?
