Based purely on bias & the fact that I've never hunted ND, SD has better public hunting? Who has more? No idea.

Think SD wins both more public lands & better hunting on the public ...

Now if we are talking only upland game birds & hunting its hard to say in ND u can. Stumble into sharptails & huns plus pheasants & Waterfowl...

SD less huns instead u can bag prairie chickens sharptails & pheasants gotta draw a waterfowl license...

I'd bet its close as for upland hunting acres available in each state SD has huge ntl forest & grasslands I think that mite add up to more acres of public... ND has tons of plots acres private lands opened up to hunting not truly public acres...
